Microsoft 365 F3 is the working frontline licence. Unlike F1 it gives a real Exchange mailbox, 2 GB in size and reachable through Outlook on the web, and full create and edit rights in the Microsoft 365 web and mobile applications. It includes Microsoft Entra ID P1, 2 GB of OneDrive storage, and services F1 lacks such as Power Apps and Power Automate. It still has no desktop applications, its mobile app rights are limited to devices with integrated screens under 10.9 inches, and it has no archive mailbox, no delegate access to the user's own mailbox, no personal site and no site mailbox.
What it is
Microsoft 365 F3 is the higher of the two frontline worker plans. It is the point at which a frontline user gets a usable mailbox and the ability to actually produce work, rather than only read.
Who it is for
Shift, field and deskless staff who need company email, need to edit documents, and work primarily from a phone or a shared device rather than a desktop.

What is not included
No desktop client applications: F3 is a web and mobile plan. Mobile app rights are limited to devices with integrated screens under 10.9 inches. There is no archive mailbox, and Exchange Online Archiving would have to be added for one. An F3 user can be given delegate access to other mailboxes but cannot have delegates on their own. There is no personal site and no site mailbox. Teams Phone capabilities need an additional frontline add-on.
How it compares to F1
F1 has no mailbox rights at all and only read access to the web and mobile applications. The practical rule is simple: if the role needs to send email or change a document, it needs F3.
What is the difference between Microsoft 365 F1 and F3?
F3 includes a 2 GB Exchange mailbox reachable through Outlook on the web and full create and edit rights in the web and mobile apps. F1 has no mailbox rights and read-only access. F3 also includes Power Apps and Power Automate.
Does F3 include the desktop Office applications?

How large is the F3 mailbox, and can it be archived?
The mailbox is 2 GB and there is no archive mailbox on the plan. Exchange Online Archiving is available as an add-on for Microsoft 365 F3 if archiving is required.
Can an F3 user have a delegate on their mailbox?
No. An F3 user can be granted access to other mailboxes, but cannot have delegates access their own F3 mailbox.
Does F3 include Teams Phone?
Not by default. Teams itself is included in the editions that carry it, but Teams Phone capabilities for frontline workers require an additional add-on licence.
