Microsoft 365 Business Basic EEA (no Teams)
This is Microsoft 365 Business Basic with Microsoft Teams removed from the bundle, sold in the European Economic Area. Everything else is unchanged: business email and calendaring, cloud file storage, and the Office applications in the browser and on mobile. The desktop versions of Word, Excel and PowerPoint are not included in either edition, which is the line between Basic and Business Standard rather than anything to do with Teams. The plan is capped at 300 users. Since 1 November 2025 the edition that includes Teams is available again to new customers, so this is now a choice rather than a requirement.
What it is
Microsoft 365 Business Basic EEA (no Teams) is the entry Business plan with Teams excluded from the licence. Email, storage and the browser and mobile Office applications are identical to the bundled edition.
Who it is for
Small organisations in the European Economic Area that run a chat and meetings platform other than Teams, or that want Teams licensed on its own line for only part of the workforce.

What is not included, in either edition
The desktop applications. Word, Excel and PowerPoint run in the browser and on mobile, not installed on the machine. That is the line between Basic and Business Standard and it has nothing to do with the Teams question.
Also absent, as on standard Business Basic: Microsoft Entra ID P1 and therefore Conditional Access, Microsoft Intune Plan 1, Microsoft Defender for Business, and Microsoft Defender for Office 365 Plan 1. Those sit in Business Premium.
Which edition to choose
The rule requiring no Teams editions for net-new EEA subscriptions ran from 1 October 2023 to 31 October 2025. Microsoft reintroduced the suites with Teams globally on 1 November 2025 under its commitments to the European Commission, so both editions are available to new and existing customers. If Teams is the collaboration platform for everyone, the bundled edition is the simpler line to run.

Is the no Teams edition still required for new EEA customers?
No. That requirement ran from 1 October 2023 and was lifted on 1 November 2025, when Microsoft reintroduced the suites with Teams globally for new and existing customers alike.
What is different from standard Microsoft 365 Business Basic?
Only Microsoft Teams. Email, cloud storage and the browser and mobile Office applications are the same in both editions.
Does it include the desktop Office applications?
No, and neither does the bundled edition. Installing Word, Excel and PowerPoint on the machine requires Microsoft 365 Business Standard or above. That is a separate decision from the Teams one.
Can I use Conditional Access on this plan?
No. Conditional Access requires Microsoft Entra ID P1, which the Business Basic plans do not include. Business Premium includes it, or it can be licensed separately.
How many users can it cover?
Up to 300, the ceiling across the whole Microsoft 365 Business range.
