Microsoft 365 Business Premium EEA (no Teams)
This is Microsoft 365 Business Premium with Microsoft Teams removed from the bundle, sold to customers in the European Economic Area. Everything else in the plan is unchanged: Microsoft 365 Apps, business email, Microsoft Entra ID P1, Microsoft Intune Plan 1, Microsoft Defender for Business, Microsoft Defender for Office 365 Plan 1, and Microsoft Purview information protection. Teams, if needed, is bought as a separate licence. Between October 2023 and October 2025 this edition was the only route for a new subscription in the EEA. That is no longer the case. Since 1 November 2025 the edition that includes Teams is available again, so this is now a choice rather than an obligation.
What it is
Microsoft 365 Business Premium EEA (no Teams) is the same plan as Microsoft 365 Business Premium with one difference: Microsoft Teams is not part of the licence. Identity, device management, endpoint protection and email protection are all identical.
Who it is for
Organisations of up to 300 users in the European Economic Area that run a chat and meetings platform other than Teams, or that want to license Teams separately and control that line themselves.

Which edition to choose
The rule that forced new EEA subscriptions onto the no Teams editions took effect on 1 October 2023 and was lifted on 1 November 2025, when Microsoft reintroduced the suites with Teams globally under its commitments to the European Commission. Both editions are now available to new and existing customers. If Teams is the chat and meetings platform, the edition that includes it is normally the simpler line to run. This edition is the better fit when Teams is not used, or is licensed on its own.

Do new customers in the EEA still have to buy the no Teams edition?
No. That requirement applied from 1 October 2023 and was lifted on 1 November 2025, when Microsoft reintroduced the Microsoft 365 and Office 365 suites with Teams globally. Both editions are now available to new and existing customers.
What is different from standard Microsoft 365 Business Premium?
Only Microsoft Teams. Microsoft 365 Apps, email, Microsoft Entra ID P1, Microsoft Intune Plan 1, Microsoft Defender for Business, Microsoft Defender for Office 365 Plan 1 and Microsoft Purview are all present in both editions.
Can Teams be added to this plan later?
Yes. Teams is bought as its own licence and assigned alongside this one. It is a separate line on the subscription rather than a change to this plan.
How many users does the plan cover?
Up to 300, the same ceiling as every plan in the Microsoft 365 Business range. Above that, the Microsoft 365 enterprise plans apply.
Does this edition include Conditional Access?
Yes. Microsoft Entra ID P1 is part of the plan, and Conditional Access is an Entra ID P1 capability. Risk-based Conditional Access needs Microsoft Entra ID Protection, which is P2 and is not included.
