Microsoft 365 E3 EEA (no Teams)
This is Microsoft 365 E3 with Microsoft Teams removed from the bundle, sold to customers in the European Economic Area. Everything else is identical: Microsoft 365 Apps, a 100 GB Exchange mailbox, Windows 11 Enterprise, Microsoft Entra ID P1, Microsoft Intune Plan 1, Microsoft Defender for Endpoint Plan 1 and, since 1 July 2026, Microsoft Defender for Office 365 Plan 1. Teams is licensed separately through Microsoft Teams EEA. From October 2023 to October 2025 this edition was the only route for a new EEA subscription. Since 1 November 2025 the edition with Teams is available again, so this is now a choice.
What it is
Microsoft 365 E3 EEA (no Teams) is the same enterprise plan as Microsoft 365 E3 with one difference: Microsoft Teams is not part of the licence. Identity, device management, endpoint protection, Windows and Office are unchanged.
Who it is for
Organisations in the European Economic Area running a chat and meetings platform other than Teams, or wanting Teams on its own licence line so it can be assigned to part of the workforce rather than all of it.

Which edition to choose
The rule forcing new EEA subscriptions onto the no Teams editions took effect on 1 October 2023 and was lifted on 1 November 2025, when Microsoft reintroduced the suites with Teams globally under its commitments to the European Commission. Both editions are available to new and existing customers. If Teams is the collaboration platform for everyone, the bundled edition is the simpler line to run. This edition fits when Teams is not used, or is wanted for only some users.
Requirements
If Teams is needed, it is bought as Microsoft Teams EEA and assigned alongside this licence. Budget for it explicitly, because a no Teams plan on its own leaves those users without chat and meetings.
Do new EEA customers still have to buy the no Teams edition?
No. That requirement ran from 1 October 2023 and was lifted on 1 November 2025, when Microsoft reintroduced the Microsoft 365 and Office 365 suites with Teams globally for new and existing customers alike.
What is different from standard Microsoft 365 E3?
Only Microsoft Teams. Apps, Exchange Online, Windows 11 Enterprise, Entra ID P1, Intune Plan 1, Defender for Endpoint Plan 1 and Defender for Office 365 Plan 1 are present in both editions.
How do users get Teams on this plan?
Through a separate Microsoft Teams EEA licence assigned alongside this one. It is an extra line on the subscription, so it should be priced into any comparison against the bundled edition.
Does this edition include endpoint detection and response?
No. Like standard E3, it carries Defender for Endpoint Plan 1, which is preventive. Endpoint detection and response requires Plan 2 or a plan that includes it, such as Microsoft 365 E5.
