Microsoft 365 F1 EEA (no Teams)
This is Microsoft 365 F1 with Microsoft Teams removed from the bundle, sold in the European Economic Area. The rest of F1 is unchanged, and the limits are the point: no Exchange mailbox rights, read-only access to the Microsoft 365 web and mobile apps, no desktop applications, and 2 GB of OneDrive storage. Microsoft Entra ID P1 is included. Removing Teams from a plan that already has no mailbox and no editing leaves a licence that is essentially managed identity plus read access, which suits some frontline roles exactly and suits others not at all. If the role needs email or document editing, the answer is F3.
What it is
Microsoft 365 F1 EEA (no Teams) is the European Economic Area edition of the entry frontline plan, with Microsoft Teams excluded from the licence.
Who it is for
Frontline and deskless staff in the EEA who need a managed identity and read access to company information, where chat and meetings are either not required or licensed separately.

What is not included
The same limits as standard F1, and they are the deciding facts. No Exchange mailbox rights: a mailbox is provisioned through the Exchange Kiosk service plan so a Teams calendar can function, but F1 users are not entitled to use it, and Microsoft recommends disabling Outlook on the web for them. Access to the web and mobile applications is read-only, so users cannot create, edit or save documents. There are no desktop applications, no personal site and no site mailbox.
With Teams also outside the licence, what remains is a managed identity with read access. That is the right shape for some roles and clearly wrong for others, so match it to the job before buying at volume.
Which edition to choose
The rule requiring no Teams editions for net-new EEA subscriptions ran from 1 October 2023 to 31 October 2025 and no longer applies. Both editions are available. Choose this one only when Teams genuinely is not needed for these users, or is licensed on its own.
Does this plan include a mailbox?
No. Microsoft 365 F1 does not include Exchange mailbox rights in any edition. A mailbox may be provisioned through the Exchange Kiosk service plan for calendar purposes, but users are not entitled to use it. For frontline email, the licence is F3.
Can users edit documents on this plan?
No. F1 access to Microsoft 365 for the web and mobile is read-only. Creating, editing and saving require F3 or an enterprise plan.
Is the no Teams edition still required in the EEA?
No. That requirement applied from 1 October 2023 and was lifted on 1 November 2025 when Microsoft reintroduced the suites with Teams globally. Both editions are available to new customers.
What does this licence actually give a frontline worker?
A managed identity covered by Conditional Access and multifactor authentication, read access to company documents through the web and mobile apps, 2 GB of OneDrive storage, and access to material published in SharePoint.
