Exchange Online Archiving is an add-on that gives a cloud archive mailbox and In-Place Hold to a plan that does not already include one. Microsoft lists nine eligible plans: Exchange Online Plan 1, Exchange Online Kiosk, Microsoft 365 Business Basic, Microsoft 365 Business Standard, Office 365 E1, A1, G1 and F3, and Microsoft 365 F3. It also enables auto-expanding archiving, which grows the archive incrementally up to 1.5 TB. Several plans already include archiving and do not need it: Exchange Online Plan 2, Microsoft 365 Business Premium, Microsoft 365 E3 and E5, Office 365 E3 and E5 among them. Checking which list a tenant is on takes a minute and avoids paying twice.

Exchange Online Archiving for Exchange Online is a per-user add-on that attaches a cloud archive mailbox, plus In-Place Hold, to a primary mailbox hosted in Exchange Online.
Who it is for
Organisations on a plan whose mailbox is filling up, or that need to place mailboxes on hold, and whose current licence does not include archiving.

Microsoft lists these as eligible: Exchange Online Plan 1, Exchange Online Kiosk, Microsoft 365 Business Basic, Microsoft 365 Business Standard, Office 365 E1, Office 365 A1, Office 365 G1, Office 365 F3 and Microsoft 365 F3.
Which plans already include archiving
These do not need the add-on: Exchange Online Plan 2, Microsoft 365 Business Premium, Microsoft 365 E3, Microsoft 365 E5, Microsoft 365 F5 Compliance, Office 365 A3, Office 365 A5, Office 365 E3 and Office 365 E5. Buying it for users on these plans is money spent on capability they already hold.

One rule worth stating plainly
An archive mailbox may only archive mail for the single user or entity it is licensed to. Using a shared mailbox as a collection point for several users' mail, by transport rule or by copying, is prohibited. A separate product is the correct answer for organisation-wide journaling.
Requirements
One licence per mailbox that needs an archive. Retention policies only move mail automatically once the primary mailbox exceeds 10 MB.
Which plans can Exchange Online Archiving be added to?
Microsoft lists Exchange Online Plan 1, Exchange Online Kiosk, Microsoft 365 Business Basic, Microsoft 365 Business Standard, Office 365 E1, A1, G1 and F3, and Microsoft 365 F3.
Which plans already include archiving?
Exchange Online Plan 2, Microsoft 365 Business Premium, Microsoft 365 E3 and E5, Microsoft 365 F5 Compliance, Office 365 A3, A5, E3 and E5. Users on those plans do not need this add-on.
Does this let me put a Plan 1 mailbox on litigation hold?
Yes. Microsoft documents a mailbox as eligible for hold when it has either an Exchange Online Plan 2 licence or an Exchange Online Plan 1 licence with a separate Exchange Online Archiving licence.
How large can the archive grow?
Auto-expanding archiving adds storage incrementally as capacity is reached, up to 1.5 TB including the Recoverable Items folder.
Can one archive mailbox hold mail for several users?
No. An archive may only archive mail for the single user or entity licensed for it. Routing several users' mail into one shared mailbox for archiving is prohibited.
