Microsoft Teams Domestic and International Calling Plan [New Commerce Experience]

What it is

Microsoft's International Calling Plan, carried in the catalogue under its fuller name. Microsoft is the carrier, and unlike the domestic plans the entitlement covers calls outside the user's own country.

The construction that decides the quote

Microsoft's country availability pages do not describe two budgets. Ireland reads "International Calling Plan: 1200 minutes of domestic or 600 minutes of international calling (whichever is reached first in the calendar month)". The United Kingdom reads the same with 3,000 domestic.

One allowance, two ways to exhaust it. A user who spends the month on domestic calls can reach the cap without placing a single international call, and everything after that is billed per minute. Model the combined volume, not the international volume.

What international means here

International minutes reach numbers in 196 countries, which Microsoft publishes as a list rather than describing as worldwide. Two carve outs travel with it: the country pages checked all answer that outbound calls to premium rate numbers are not supported, and Microsoft publishes destinations with known call failures. Check a specific destination rather than promising the headline number.

One point worth stating for a Malta based reader, because it is the opposite of the availability answer: Malta is one of the 196 destinations users on this plan can call. What Malta is not is a market where Calling Plans can be purchased or where a user can be located for one.

Pooling, at two levels

Across plans, Microsoft states that pooling is only available on identical Calling Plans. An estate mixing domestic and international users runs two separate allowances and the domestic surplus cannot cover an international shortfall.

Within this plan, the domestic and international figures are not independent budgets. They share the whichever comes first cap described above. Both effects push the same way: the international population needs sizing on its own.

The entitlement and the location rules

The user must be licensed for Teams Phone. Microsoft states that where any Microsoft 365 E5 licence is used it is not necessary also to assign the standalone Teams Phone Standard licence; otherwise it comes from a Teams Phone Standard licence or a bundle.

Availability and minutes follow the location of the user's licence in the Microsoft 365 admin centre under Active users, not the billing address. The per country availability page is the authority for both.

Where a user cannot be located

Microsoft's availability page for Malta answers no to whether Calling Plans can be purchased there. Microsoft documents four PSTN connectivity models: Calling Plan, Operator Connect, Teams Phone Mobile and Direct Routing. Direct Routing works in any country or region; Operator Connect and Teams Phone Mobile depend on a participating operator serving the market, checked in Microsoft's operator directory.

The alternative for occasional international calling

A pay as you go plan reaches the same destinations with no included minutes, charging each call on use. A domestic plan can also dial internationally once the tenant is funded for telco usage, which on the Cloud Solution Provider path means telco pay as you go overage rather than Communications Credits: Partner Center states that communication credits were not offered in Partner Center. Where international calling is rare rather than routine, an included international allowance is often the wrong instrument.

Incoming minutes are unlimited on this plan as on the others, so the allowance only ever constrains dialling out. Licensing details here were checked against Microsoft's documentation on 2026-08-05.
