Microsoft Teams Domestic Calling Plan [New Commerce Experience]

What it is

A way to connect Teams Phone to the public telephone network in which Microsoft is the carrier, so there is no separate telco contract, no SIP trunk and no session border controller. Licensing details on this page were checked against Microsoft's documentation on 2026-08-05; licensing tables move, so re-check before quoting from a copy of this page.

Who can buy it

The organisation's billing location has to be on one of the two lists below. A Malta registered organisation is on neither, so this page is written for customers billed elsewhere in the markets Microsoft names.

The entitlement you need first

The user must be licensed for Teams Phone. Microsoft states that where any Microsoft 365 E5 licence is used it is not necessary also to assign the standalone Teams Phone Standard licence, so an E5 tenant already has it. Otherwise it comes from a Teams Phone Standard licence bought before the Calling Plan, or from a Teams Phone with Calling Plan bundle bought in one step.

Two rules that are easy to conflate

The organisation's billing location selects the SKU. Microsoft documents two Domestic Calling Plan options chosen on that basis: one for organisations in the United States, Puerto Rico, the United Kingdom and Canada; one for organisations in Austria, Belgium, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Hong Kong SAR, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Singapore, Slovakia, Slovenia, South Africa, Spain, Sweden and Switzerland. Mexico has its own separate plan. Malta appears on neither list.

The user's licence location decides minutes and availability. Microsoft states that the country is based on the location of the user's licence in the Microsoft 365 admin centre under Active users, and not the billing address in the organisation profile. Either licence may be assigned to end users in any market where Calling Plans are available.

What a licensed user gets

Unlimited incoming minutes are included. Outgoing minutes vary by the end user's country, and the per country availability page is the authority, not a regional generalisation. Microsoft's licensing reference gives 3,000 minutes per user per month for the United States, Puerto Rico and Canada and 1,200 for EU countries. The United Kingdom page shows 3,000, so "European" and "EU" are not interchangeable here; Ireland shows 1,200. Check the country before quoting.

Minutes pool. Users in the same country holding the same Calling Plan share one allowance, and Microsoft states that pooling is only available on identical Calling Plans, so a mixed estate runs several separate pools.

International calls are possible on this plan

The Domestic Calling Plan includes no international minutes, which is not the same as blocking international dialling. Microsoft lists "dial any international phone number when you have domestic calling plan subscriptions" among the things telco pay as you go overage enables. Calls are then billed per minute.

Which funding mechanism applies depends on how the subscription was bought. Communications Credits are the mechanism on Microsoft's direct purchase path; Partner Center states that communication credits were not offered in Partner Center, so a subscription transacted through the Cloud Solution Provider programme uses telco pay as you go overage instead, enabled by the transacting partner against an Azure plan subscription. Settle which applies before promising international dialling.

The Domestic and International Calling Plan is the way to buy an included international allowance, not the only way to place an international call.

If Calling Plans are not sold where your users sit

Microsoft's availability page for Malta records, among other things, that Calling Plans are not available to purchase, with minutes and outbound calling marked not applicable; that Audio Conferencing is available with numbers automatically assigned for Valletta; that toll numbers are available for Valletta and can be used for Audio Conferencing only; that toll free numbers are not; that Call Me dial out requires Communications Credits; and that a Malta number cannot be set as the default number for an audio conference bridge.

Where Calling Plans are unavailable, Microsoft documents four PSTN connectivity models in total: Calling Plan, Operator Connect, Teams Phone Mobile and Direct Routing. Direct Routing works in any country or region. Operator Connect and Teams Phone Mobile depend on a participating operator actually serving the market, which is checked in Microsoft's operator directory rather than assumed.

The neighbouring choices

A 120 or 240 minute Domestic Calling Plan for light users. Microsoft marks those two SKUs as not available in the United States, although its service plan reference separately lists a US specific 120 minute product, so the exclusion is about those SKUs rather than about small allowances in that market. The Domestic and International Calling Plan, which replaces the domestic allowance with a combined one rather than adding to it. A pay as you go plan with no included minutes at all.
